what's the best way to increase the size, and work out my forearms? I generally want to loose more weight, and a friend told me short sprints along with cardio is the best option for general fat ass. aswell as consuming less calories, and drinking alot more water.

there's no right or wrong here. This is what you need to understand; the thing with mini-cuts during the off season is that professional bodybuilders ideally want to stay as lean as possible, so that they can shorten the cutting time and make it in tip top conditioning, and decrease as much as possible the amount of time in a cut for obvious reasons (losing strength, muscle...).
so, to your question, ideally if you don't want it taking too long then you need to apply some simple mini-cuts (read lyle mcdonald's articles of fatloss, i won't elaborate). Anything beyond 15% bodyfat +- is just pointless and poses more health issues.
I'd let you know that touching myself is very important.

I think from the shirtless pic you can tell you bring some fat in the mid area. My think is around 18-19%. I have to say the 15% is wrong. I would begin concentrating more on chest area, shoulder area, and returning. Hands looking excellent but thats about it.
