That very well could be it. However, I've seen people post actual download links a few times and they didn't get banned for warez.
Not that I'm complaining or anything like that.
Oh, well I must have just missed it then.
Well if you see anyone post actual download links, then just report them like anyone else.

What is the point of reporting them
if you don't have CN and you want to watch regular show, you need to download the episodes or watch them online
personally I think it's better to do the former, that way you can keep them
Because posting download links is against the rules of the forum, although we're more lax about movies and shows than games.
If you don't want to report them, no one is saying you have to.
