In the US a cop can take you in for not having ID under any circumstance. Doesn't mean they go looking to take people in, just only if you are, or are suspected of committing a crime.
I remember I used to wait outside on the back wall of my school for my friends so we could walk home. One day this fucking 10-speed cop comes up and asks what I'm doing. I said "Waiting for my friends." he started saying shit about selling drugs and I was confused as shit. He started getting pissy and threaten to arrest me.
He's an ass.

Well the targets are usually the ones who stepped out of line v:v:v
Fuck the police.
They don't have to identify themselves.
Actually, they are required by law to identify themselves when asked. They must tell you their name if you ask them for it.
I was outside with a friend, we were sitting in a parking lot of this building with our food. Suddenly private investigators came up to us and started asking questions, if we're from the building which the parking lot belong to. Then they asked for our ID and we didn't have any, and he said he could arrest us on those grounds? All we were doing was sitting down and eating food. Then he started yelling at us as we tried to leave, he asked what's inside our bags?
Aren't they supposed to identify themselves, even if they're private investigators?
If there's suspicion, cops can pretty much fuck you up.

They can say whatever they want, what they can do is far from that. They we're probably just trying to scare you into giving them info.
You were most likely on private property. They (if they were, in fact, cops) can kick you off.

Cops are required by law to reveal themselves if you ask if they're cops

A cop doesn't have to tell you they are a cop.
That would ruin the whole undercover thing if drug dealers and prostitutes could just say "are you a cop?" and have them go "aww shit! yeah i am, game over."
Fuck da poleece:smug:
Here (The Netherlands), you are required to have an ID card at all times. When a cop asks for it, you must be able to show it, unless some cop randomly approaches you and randomly asks for your ID card, you can sometimes get out of it, but not easily. And you get a ticket if you can't show it.
I recommend you give this video a watch:
