What with Matthews shooting down LaGuerta every time she suggested Dexter was the butcher, even when she had somewhat compelling evidence, I thought Matthews might already know about Dexter and was trying to protect him but I've seen no more evidence of that.
It wouldn't be the first thing the writers started on and just completely forgot about.

It's a show revolving around the Groundhog day concept. Every day repeats, and just so happens to be Dexter's birthday with a surprise party planned by Doakes. The only way for it to end is for Doakes to throw Dex the perfect surprise party.
