Just to clarify to those who are still speculating (which you shouldn't be if you read page 6): This is a normal procedure for all FM stations when they go through extensive maintenance or go through a format change. Usually the voices would be voice samples and not Speech synthesis. I'm assuming it's maintenance of some sort since it can still be heard by the people in the area local to the station, I'm going to assume that they are doing quality and signal tests as well as hardware upgrades. The name given to the process of testing signal clarity and strength is generally known as PESQ, although I am sure there is a more specific term for this process when it comes to broadcasting. As for the random quotes, this is just to add variation and something of interest to the broadcast, they don't directly mean anything. I know someone who's been in the telecommunication and broadcasting industry for 2 decades and he pretty much told me everything above.
