If the cap's on tight the vapour can't escape, the pressure builds up in the tank, then the tank breaks, spraying fuel vapour out, which ignites in a fuel-air explosion. They vent fumes and are designed to maintain a pressure consistent with the outside.

Bullets are almost impossible without using a tracer round at an increased distance to allow the bullet to heat up after exit from the barrel. What on earth warrented a dumb rating for that?
