The issue is cost, those 7 disks probably cost under $5 total, while a 64 GiB USB drive is ~$20, meaning the game would need to be more expensive for it to bank the same.
Maybe there's some room for ROM usb drives that are cheaper, but I don't know of any.

The packaging could be cheaper, and it doesn't need to be a good USB drive. I'm sure rockstar could source a flashdrive that cheap for maybe 15 dollars per unit, but yea that's still much more than the Disks's cost.
But I would agree that Blu-Ray is probably a better alternative, it's just the vast majority of their market probably only has a DVD drive understandably.

Hell, I don't even own a DVD Drive anymore. When I upgraded my rig I had no idea that the serial/ribbon cables connecting dvd drives were also replaced to sata, thus I no longer could use my old ones.
Not that I ever needed them anyways at any point since.
I have a disc drive on my PC but I think it's dead because it's plugged into the SATA and power and doesn't turn on, but I haven't used it so I don't really give a damn.
