No, they're meant to be controlling the world and manipulating it for their own benefit.
1. if a small group of people controlled everything how does our democratic process work? I guess they could buy out the hundreds of politicians needed to pass the things they want (like SOPA) but then that's hundreds of people that know about the supposedly secret society. Same roadblock as 9/11 conspiracies, it would've taken thousands of people to carry it out discretely with explosives and there's no way to keep them all quiet without a rash of mysterious deaths. Politicians can't be killed off and can't even keep their own secrets from the media, something as massive as the illuminati would be uncovered immediately
2. if they were trying to remain secretive why would they advertise themselves so readily? If you led a secret group of powerful people would you print evidence of it on paper money so that every single person in the united states carried around proof of your secret group? Why would you recruit almost exclusively rap artists to sing about your secret group to an audience of millions of people?

That's the biggest hole in the illuminati theory: it is as inconsistent as heck. At some points they've been around for centuries (I remember one guy saying they invented atom bombs in the 1850s). Yet at others they can't have been around for more than 10-15 years.

I don't know if the Illuminati itself exists with all the theories attached to it, but I do believe that some sort of organization (or more) exists behind the scenes, influencing things to turn in their favor.
