Derpy had a background fleshed out by the fans way before she was "official".
So that means they just saw her in Episode 2 and Decide that she was going to be "derpy"
Sorry I don't really delve into this sorta stuff.
Maybe a future episode will tell us more about her.

Yes. They saw her and decided to give her a background. The uproar from the whole thing is why the creator gave them a nod in a few episodes.
Yeah I heard about her before Watching the Show So I didn't understand why they Called her derpy till the 11 episode.

She was the only pony with derped eyes. At first it was just someone going "Hey look at this animation blunder" and then people thought it'd be a good idea to make a minor background character into a fully formed character. Because bronies have a soft spot for mentally handicapped ponies I guess.
Ah right, Yeah the Eye's animation can sometimes get messed up, Like pinkie's at the end of episode 9
