This is true, most of the time. But every once in a while theres a dickwad cop who loves to screw with people. And when that happens you are completely powerless, because it's your word over his.
Of course, that doesn't justify the fuck the police mentality. Like you said most of them are nice and respectable.
Every sector of society has some prats, no reason law enforcement is any difference.
If you think about the millions of crimes solved each week compared to the very, very few incidents of the police doing something wrong it is very unfair for people to judge all police negatively.
I would have no problem with the police ignoring to any emergency calls from people who think the police do a crap job.

Oh yeah, that reminds me of the half-deaf guy who was whittling a piece of wood while walking down the street, and he got shot by a cop six times. The cop shot him because he didn't respond to his verbal commands to stop (the cop was behind the guy).
