That's bullshit. The vast majority of the anti-foreign sentiment is directed at Chinese people, followed by Americans (as in USA only). Even if you were Chinese (and didn't speak Japanese), you wouldn't get mugged.

If you're European, Canadian, Australian, etc. then definitively yes. If you're American, you probably won't get very far without speaking Japanese very well as far as I've collected, but I've also heard Tokyo is a bit different (though personally I don't know any Americans in Tokyo).
It's not that big of a difference anyway, it all boils down to you as a person like everywhere else - and I can't really speak for Americans, because it's quite different from everyone else.
