If it was illegal to not report a crime, you would technically have to call the cops every time you see someone litter, speed, not pick up after their dog, play music too loud, and god knows what else.

If this went to court you may have to stand as a witness, which would mean you would be in the court. However, in a case as every day (I don't mean to downplay the situation but this isn't something huge by legal standards) as this one, her sister and mother would be more than enough.

Nope, but only if you weren't called as a witness. If you tried to avoid that for some reason, they could charge you for withholding evidence.
I would have to agree with Zeke, It is against the law to treat your child with such neglect, so if the cops did know what was going on they would relinquish her parental rights.
But hm, you did say A was 17 right? How long till her 18th birthday? Even if it's months till now she could wait it out till she's 18 and legally leave the house as an adult and not have the gang or other shit hanging over her.

Ahem, apparently no one saw this, but now that alot of people are mentioning that she could be considered as helping the crime by not reporting it, I guess this now invalid advice.

Tell her to get away from home for a night and contact child services and have HER do the work while you stay out of it.
You can't do everything for everyone all the time. In this case if she's serious about getting the situation taken care of, she'll do what she needs to do.
