Found it on the furry forum.
Very obviously either a parody or viral for something. You can't modify the genetics of something that's already alive.

you could modify cell DNA so it replicates differently, but it's very difficult to do. It would have to be done through some-sort of virus that targets specific cells.

A book about the conflicts in a world where people can actually have themselves changed into furries, if written by a non-furry who is not biased against furries, would actually be pretty interesting.

Doing that already (Actually the furries are just a part of the society -- There are thousands of sentients: Baseline humans, cyborgs, some AIs, super-furries, uplifted animals, etc.) but I have a bit of a bias towards Transhumanism and such. So yeah.

It's kind of like Orion's Arm, but the history is different: Progress is not linnear (i.e.: Shit happens. Kind of like the middle ages, but in this case it's Galaxy-wide catastrophes), and it's not as hopeful as Kurzweil is when it comes to AI.

Well, technically we've been creating splices for years.
Thing is they are just humans with pig cell proteins we use to harvest the cells or something. Or sheep with human genes that produce some specific protein/enzime or something.
I'm pretty sure we're still a few decades away from genetically-engineered super-furries that actually have a hybrid appearance. And actually turning a person into one? At the VERY least a century. I think.
All we have now is paint and plastic cat ears.
