I have to agree that the length of the bill is somewhat troubling. I know that such a grand undertaking should definitely require at least that much planning, but just imagine how much bullshit is packed in between the lines of that bill.
It's doubtful that more than a few of the people voting on it will actually read it, let alone read more than one of the different versions of the bill currently being discussed.
Unfortunately, there's really no other way. Picture pop-up books don't work too well in the construction of an enormous public service.
