So in one universe The Doctor is very real. Everything we see on the show is real. So if that's possible and The Doctor has the ability to fall through universes, as do Cybermen and Daleks. Indeed; but perhaps it's like not EVERYTHING exists, but anything can, like there's a chance of there being a Whoniverse but not a definite. Also, not everything would be as we see on the show; for example one world could have a Doctor with strong telekinetic powers instead of his canon telepathic talents (lifting companions up to high platforms), whilst in another his 11th incarnation looks and sounds like Stephen Merchant, and in another the Great Old Ones could awaken and create a dark insidious future of bitter hardships, hopelessness, and mass extinction. Hell, there might even be one where the Doctor's adventures during the Russel T Davies era were better written, at least the ones written by Russel. Not all worlds exist, but some still do, though any similarities between a parallel world and a TV show would be purely coincidental. Hell, there could be a Whoniverse where the Doctor meets Commander Shepard, and it would still be a coincidence, unless writers in certain universes have some kind of preternatural power to subconciously influence the development and progression of other universes. If such a thing were even possible, maybe our world is written like some sort of Tom Clancy novel only without the agent protagonist.

So the Whoiverse does exist (assuming it complies with the laws of nature of the multiverse) and so does everything you suggested, and there's an infinite amount of them.
