Well, rogue Time agents, I guess. Let's be honest, there must be quite a few - we don't know a lot about the Time Agency, but the only Time Agents we've actually seen (Capt. Jack and that other bloke in Torchwood) were rogue agents, weren't they? I'd hazard a guess that during the beginning of the Time Agency, agents probably would have nabbed the technology and pissed about with Time a bit - during the middle of the Time Agency's time(?) the agency probably did a lot of stuff like they did to Jack, removing some of his memory, stuff like that to have greater control over their agents, leading to some probably getting a bit pissed off with them and causing a lot to either run off with the tech or resign. Something probably happened at the end, too, as having a bunch of people with the ability to go forward and backward in time - sorry, a bunch of [I]humans [/I]with the ability to go forward and backward in time - probably would have posed too many problems for one agency to cope with. Something serious probably went down, or it was just too much hassle to deal with all the time and it closed. That would have led to a recall of the Vortex Manipulators, but let's be honest - how many people would give up the ability to go wherever and whenever they wanted? Probably not a lot. That means there's probably a fair few rogue Time Agents out there. [/speculation]

Plus there's Jack's brother, who probably has the tech to travel in time. There's other races that can naturally do stuff with the Time vortex, like the Weeping Angels, who can send people back by just touching them. As cool as the TARDIS is, in the DW universe, having the capability to travel around Time isn't exactly as unique as the Doctor would probably have his companions believe.

If it'd been the 11th Doctor trapped on that planet with the TARDIS missing, I reckon he'd be able to think of a hundred and one ways to get it back. I mean, the fact that no one [I]actually [/I]saw the TARDIS fall down there means that he could have easily gone back from the future and nabbed it before the earthquake occurred. Simple as messaging someone with a Vortex Manipulator or something like that.

Personally i'm hoping it's not just Kovarian and the Anglican Marines that're trying to kill Hitler, it'd be cool if there were loads of other unrelated time travellers from all sorts of times and worlds; rogue Time Agents, Timekeepers, Warriors of Tindalos, minions of The Trickster, all sorts, all trying to assasinate Hitler and change history.
