Only thing that makes a skeleton like that is the Vashta Nerada.. They appeared in 'Silence in the Library' with silence being key word and obviously the second part features the word 'Forest' linking to River.. but I have no idea. The silence fell down too easily for my liking, surely they will be behind something like this, otherwise this story arc is a bit of a waste! :(

The Vashta Nerada aren't the [I]only[/I] thing that makes bodies into skellingtons. Oh, and obviously the Silence are coming back at some point, they were watching the Doctor's death in the present day, rather than all just being wiped out at the end of the initial two-parter.
I imagine them all going into hiding underground, waiting, planning, conspiring.
...reproducing.

I'm still hoping that "Silence in the Library" can be taken literally. That would be the kind of twist I've come to expect from the Moff, tbh.

The contents of a Dalek death ray are a mystery. My guess is it's likely electron-based, like a massive jolt of focused concentrated lightning that instantly fries your innards, then stops your heart. Like getting hit by Mjolnir without the impact of the mighty hammer itself.
At least concerning the Dalek from S1E6, if you remember the scene with the sprinklers.
However I bet a Dalek ray hitting a Creeper would be very bad indeed for the Dalek, as Creepers can harness the power of lightning now, to increase their explosiveness.
