Just thought of something that's bothered me for a while. People don't just speak "human", they speak according to country/region of origin too. Seems silly that in so much sci-fi, including Who, that other alien races only seem to speak according to planet, like universal language - "Sontaran", "Gallifreyan", "Judoon" as languages.

Right, I was seeing something that wasn't there. But my point still stands about Gallifreyan not translating. If it can't translate into any other language, that implies that no other language translates to Gallifreyan.

They're more united. They're not fighting each-other, they're fighting other species.
Where here on earth we use language due to our separate evolutions.

They're technologically superior races, which means that they're more than likely united under the same governing body on their respective planets. Even if they aren't, the ones who made it to space are probably the most technically advanced ones, and therefore the first ones encountered by other life forms. Hence why the language spoken by the ones found outside their own planet is seen as the main language of that race.
