I think I know why it's been moved though. And it would explain why this series has been split. It was always Moffat's ambition to have Who back in its traditional seasonal slot - late Autumn. If he wants to continue to air it as a split series, it would go Autumn - Christmas - Spring, hence why it wouldn't be a full series next year. In order to alleviate the wait a little between series 6 and 7, he split the series so half of it airs this autumn, so we're not waiting a disproportionately long amount of time for the next series.
I hope I'm wrong though. It sort of defeats the idea of a Christmas special then...
