The thing is we really don't want to post certain people's borderline NSFW or even NSFW avatars because that would be a negative thing for them.
Safest and best thing to do is to not point at any user and blame them but for reason or another some people decided to bring Aw3s0m3n3s avatar up even though I thought it was made quite clear we don't want to start a witch hunt.

we used to have the ability to remove/change a user's avatar, and would actively delete infringing ones when we banned someone so they'd be forced to replace it.

Weirdest boner thread was closed because I believe users were taking nudes of themselves and posting it there. And since some of the users were underage posting themselves nude, it counts as CP.

1: 18+ content without any 'I agree to terms and am 18+" is something to legitimately fear as a website
2: you can find porn elsewhere, why is a single FP thread the place to go
3: if we allow that thread, you get classic slippery slope issues with people complaining that that thread is allowed but others aren't.
This is a gaming forum. While one or two threads hovering around the pile of junk that is fast threads is a small point of stigma, it's a very, very heavy piece of contention. Personally I don't mind it existing, but we have to consider our boundaries as a community. The mods don't care about porn as a thing, but even the hot girls thread has far surpassed the old rules we had in place to allow it to stay open a long while back.
We aren't going to cater to the users who will argue that it should stay because it's always been here. We're trying to recooperate some slack and reconsider things that haven't worked out as smoothly as we expected.

I'm going to say at least for the first couple weeks/months, mods will PM people to say "that's crossing some lines and you should probably change it". If we get the old mod function back, we can just delete your avatar so you're forced to set up a new one

Mods deal with goatse in posts, so they should deal with it in avatars too.

adding an account-based report would require big changes though, as it currently require [I]two reports[/I] on the same post and it'd be rare that a user with an avatar on [I]every[/I] post will be reported for their avatar multiple times in one particular spot (unless they're new and have no other posts or something).
best practice would be to PM a mod.
