I'm on the fence here. It's a really great concept like Shadow stated, but I don't see how it would work or be fun for you because you can't move. What if no one walks by you?
What I would do is if you want to play a child, instead play a toddler who can walk, and doesn't look like a mutant until you get close, which he then transforms his limbs into grotesque mutant limbs and shit.

I would love you to join. And the green squares on what? The green squares with creatures in them are the mutants.
I don't know what other green squares there are, besides my tie flowing in the wind on my character. (my icon has it straight down and looks more like a tie)

Yes. Since you're a mutant I'll let you not use the template, but I'm going to need you to declare before posting an image on the big map.
You wait until no one else has declared, or in this case when binkow finishes, and then you say declare, then you save the map he posted and you edit it with your character. I'll make you an Icon on my next declare, so don't worry about that.
Oh, and make sure you don't use Internet Explorer. That is to everyone, if you use Internet Explorer you're going to make everyone sad.
