No, we don't HAVE to, its just some retailers association that limits the sales on RIFs to those with a license, but not everyone signs up to the scheme so some people will sell to you even if you don't have a UKARA license. They're hard to come by though.

that's because we can actually own guns that aren't double barreled hunting shot guns, and i'd rather not die from terminal illness waiting in line for a year for my free medical care to get me an operation
