Women can still have pleasure before they have there period and even before they reach puberty.
And I wouldn't be too concerned about her not getting her period yet, all women are different, I had a friend in highschool who was 17 and still hadn't gotten her period yet, some women dont get it until later into their teen years, not a big deal.
If she was sick all of her life it might take a while longer, especially if she was underweight during this time.
But you should not be concerned about it effecting your sexual relationship with her.

Your girlfriend is having a probable serious illness slowing down or halting her reproduction development process and yet the worst you worry about is her not being sexually active?
Even so both of you should just at least wait a minimum of 2 years from now if you plan to do anything of that sort with each other. Ideally when you have both reached a mature enough age to consider possible dire consequences, and how to react to them properly. Already I have seen too many idiots failing to assume proper actions both on and off this website regarding pregnancy.
I recommend to also revise your current knowledge on sexual education. Especially with female ovulation, or more specifically the menstrual cycle as a whole.
