This is called lost-foam casting and it's a common way to make props out of aluminum or tin. The problem with steel is the high melting point, and it tends to pick up carbon from the mold, but it could be done. Not sure it's worth the effort over just buying the part you need or having it machined.
Edit: Just re-read your post and realized you meant producing the whole gun. Lost-foam casting produces very rough parts, it is not suitable for small components with tight tolerances and everything that comes out of the mold needs to be cleaned, filed, and polished. This really is not a good technique for the sort of task you're considering.
I dunno if I'd trust a .45 made out of cast pot steel. Something smaller, sure, if I made it myself.

.30-06. Guy says it seems like it's been clear-coated over the finish, but in the photos he sent me it just looks like the normal parkerization. He says he's got 2 en-blocs with it. Don't know the origin of the other parts, and he says he lost the original stock. I know with the wood it'd be easily a $2000 gun in the Canadian market.

That's pretty spensive on canadian market. I had a nice m1 garand in .30-06 manufactured around that time as well with a (really nice) wood stock (not original, but everything else was and in good condition). Only appraised at like $1200 here

I once did a weekend rifle course that involved switching to sidearm. I had a Glock 26 with a 33rd mag in it. I never reloaded all day.

Drop-leg holsters were explicitly designed for police and military personnel who have too much gear on their belts (police gear or body armor) to carry a holster on the waist. It's unnecessarily awkward, it changes your draw significantly depending on your posture, and it flopping around when you run is pretty much unavoidable. You also run into retention issues, and as your video demonstrates you can't carry spare mags on the rig without an awkward stooping motion to reload. It's beloved by mall ninjas and wannabe cowboys.
Buy a normal hip holster and stop trying to look cool.

Huh? Drop holsters, when fitted properly, pull from a much more natural location than hip holsters. Your arm has to position pretty oddly to draw from a hip holster, we're all just used to it and don't think of it as odd.

Confirmed for never having used drop leg holsters.
When positioned and fitted properly not only are none of the things you said an issue, it's easier and more natural to draw from. Your hand/arm naturally hangs where a thigh holster would be positioned.

A thigh holster, whether fitted properly or not, puts your weapon and any spare mags in a variable position depending on whether you're standing, kneeling, prone, or in a vehicle. It is difficult if not impossible to draw while running. The only advantage is when drawing from a standing position with your arms by your sides, and even then, if you regularly CC on the hip then keeping consistency is more important. And when properly adjusted they're [i]meant[/i] to be almost as high as a hip holster, just low enough to clear the vest or belt- not low like a cowboy in an old Western, and even [i]that[/i] is pure Hollywood fiction.
The thigh holster made a modern resurgence because of body armor, not because it's more practical. To be honest, if he made an argument about why a thigh holster works better for him, I might buy it, but it's pretty clear from his response that it's more about looking cool and that's the dumbest reason people buy the things.
Finally phoned Browning Montreal about my order. Got told they'll have one for me in 4 weeks. I find it odd that they pay COD for a gun.
