I think a lot of street problems can be solved with regulation.
Things like drugs, prostitution, etc. could be simply solved if they were monitored and legalized by the government.

That really makes no sense because you don't regulate black markets. There are different types of black markets, and what they all have in common is that they are against the law. Thus, by making anything legal that was once illegal, you would be eliminating a black market, provided that there was a market. How would the black market be eliminated? Through legal competition. Marijuana right now is very expensive due to being on the black market, if it legalized businesses could sell it for much cheaper than any black market could.
In some cases, too much regulation may cause a black market. For example, the Marihuana Tax Act of 1937 was a regulation that required people to have a stamp to be in possession and marijuana and to grow it, but the regulation was so far reaching that almost nobody could get a stamp. Instead of obeying the law, a black market where people grew and held marijuana without a stamp. I'm certainly opposed to most regulation, but even if you're a big fan of regulation, you always want to ensure the regulations you are imposing won't drive people to the black market.

The Marihuana Tax was a subtle way to remove the growing of cannabis. That's not really "too much regulation" as it is a pretty nefarious thing to do. Of course too much regulation is bad, but a lot of regulation isn't.

Just because it's degrading doesn't mean it should be illegal.
If I had no way to make money, and prostitution was my last chance, I'd rather have it be legal than illegal. I'd also rather have the opportunity to be a prostitute than just be unemployed. Nobody is going to make anybody be a prostitute, making it legal just opens it up as an option.
