Spending money that is not rightfully "yours" is against the law. Just because there is money in your account doesn't mean it's yours. This is the law, if you receive money from someone that does not specify he is giving it as a gift then you are obligated to return that cash. The gentlemen probably sent the money to the wrong person, and set up a dispute to get it back.
Honestly if I was you I wouldn't worry too much Paypal wont do shit over that small of amount and I'm positive it doesnt affect your credit Just pay it off when you get the money or return what you bought
Wow, really? Really? As a person who buys and sells art commissions online, through paypal, it can be kinda easy to mess up. And you wouldnt necessarily know even for a week until the person who was meant to get the payment messages you asking where their money is. I'm not sure how a large amount of posters are entirely overlooking that possibility and getting confused over how someone would not immediately know. If he sent it as a payment he is entirely legally entitled to his money, and can demand it back through paypal. That is the whole reason paypal has separate sections for buying and gifting, as a protection for those paying that they will get their good/services in return for payment. Theres even a convenient little refund button for you when someone sends you money. Anything sent as a gift is technically gone and done with after sending but wouldnt be that hard to send back either.

In the same way you can demand payment from someone you erronously wired money to as opposed to someone else. Similar cases are thoe people who suddenly find out they have a million in their account due to a bank error and try to cash in on it.
I would have probably done the same thing. But I probably would have waited just because I'm not hasty.
I can see it being similar to how a bank works; if they deposit money into the wrong account or the system inputs the wrong amount, you can get in trouble, even jail time for spending that money as long as you knew how much was actually supposed to go in or you knew that it wasn't supposed to be there at all. It shouldn't be much different if someone randomly sends you money as it could have been a misunderstanding, a fault or like he/you mentioned, or his account could have been hacked. I don't really know if his account did get hacked or what, or if he was trying to screw with you or what, but spending the money that early and not contacting support or the rightful owner is most likely illegal and obviously against Paypal's TOS.
My girlfriend whom has moved to my country had a similar incident, though not with Paypal. She was forced to take a Dutch bank account to pay school in terms in here. A few months after acquiring the account, a company just transferred about €50.000,- to her account. Instead of spending it, we waited it out and indeed she received a letter. By business, it's naturally more of a critical error. But [B]never ever[/B] spend money that doesn't belong to you.

PayPal is going label this as a debt with them; if you don't pay it off in 60 days they will send you to collections (who will call you nonstop) and fuck up your credit score. I'd feel bad but you deserve it for being fucking retarded.
