Perhaps he's a philosophical anarchist.
They basically believe that although anarchy would be nice, it will never work, and so a state and police force is an "Unfortunate nessescity" However it is run in a very "Power to the people" way, where people should feel under no obligation to obey orders from the state. I'm not entirely sure on the specifics, but i believe that it is run in a very libertarian with left-wing influence way.

An anarchy would be at the mercy of the first criminal to come along. Things would descend into medieval looting and pillaging and people would have to form or join violent gangs in order to protect themselves from other gangs formed for the same purpose.
There will always be people who will try to infringe upon the rights of others, which is why a military and police force are absolute necessities.
Tell him you respect his opinions and thoughts and very much value his friendship.
An anarchy is unstable and is really just a transition of one form of government to another.

What you gotta do, is take him and his girlfriend out to a hang out or whatever. Start arguing about anarchy then say "Alright, let's say I picked up a big rock and killed your girlfriend right here. What would you do?" Wait for him to say something like "I'd beat your fuckin' ass!" Or "I'd use that rock to kill you!" Counter with "Wouldn't that be punishing me for doing something?
