Japan's culture is the polar opposite of self-indulgent. There's no place with a harder work ethic and stricter social norms.
As a result, people are dealing with those pressures by refusing to work or socialize (hikkikomori movement), or by ablating stress through extreme sexual deviancy.
Think of it this way: if you work a ten-hour shift you might be able to go home and jerk off in the bathroom and that'll level things out. If some depressed guy in Japan works ten-hour shifts for a year in a row, he needs some more serious medicine.

I've heard of this but I never realized it was this big of an issue, though I never really looked into it.
Really sad that Japan's "shame culture" is probably the biggest component to this.

First off, there is a reason for children requiring guardian consent to do "adult things".
Secondly, exploited children are often lured by a person who they believe to care for them in exchange of small tasks at first.
When you are in a vulnerable state (think familial, financial, and social insecurity), you think the guy helping you cares and accept you more than anyone else in the world. He'll start grooming you in lieu of kindness, providing you comfort and a job like handing out fliers. Using other girls, he'll slowly butter you up to consider jobs you wouldn't otherwise take. When the child's moral and well-being standards are lowered to perform what she would find previously unconceivable, then exploitation occurs.
You don't go "hey, I'll have sex with dudes I've met over the phone for mone" at the beginning. It's a slippery slope which starts with hearing that men are desperate chumps with wads of cash who just want to walk around with schoolgirls.
