IMO it didn't really fit in this case. The music only works when something awesome is happening, or something so lame is happening that the song makes it funny. This part of the game was rubbish anyway. They just added it to cause controversy and to sell to 12 year olds who like mindless massacre. Anyone older than 10 can see that the game has more plot holes than swiss cheese.

If Allen was an undercover C.I.A. agent, then he could have easily captured or killed Makarov if he managed to get that close to him. No, instead the C.I.A. gave the a-okay to go ahead with the massacre, which will end up with hundreds dead and which will put their agent's life in danger. When he was in that elevator he could have easily killed those two other guys and captured Makarov. I'm pretty sure Russia's not bat-shit insane enough that they will ignore America's message of "hey, you know, that Makarov dude... he's going to shoot up this airport." They could have easily helped capture Makarov, seeing as how he's retarded enough to go out in public and risk everything he worked for just to go bang bang bang. It was stated early on that Makarov did a bunch of shit. From the Call of Duty Wikia he took part in "kidnapping, human trafficking of women, hijackings, money laundering, terror bombings of military/civilian targets, drug trafficking, assassinations, etc." Those were all shown in the newspaper clippings during the first loading screen. Plus, I'm pretty sure a top-secret undercover operative wouldn't have his fingerprints in an international database.
