Today I got to borrow my friends cintiq, so I drew a couple of headshots

hows the size of intuos4 compared to 3?
I dunno, I have never used intous3
What program did you use for those headshots? Also, what brushes? Do you have any techniques or resources that you use for rendering, or anything that could teach anatomy?

I figure that the upper half is pointing down because of the shading and whatnot, and that the lower is pointing forward because we can see a lot of the lower lip and the nostril holes
Here is a crappy example of what wewt means:

Your face has two different perspectives, the forehead/upper half of your face has the perspective o someone looking down slightly while the lower portion (nose and downward) has the perspective of someone looking straight ahead. Go look in a mirror when you tilt your head slightly down, the nostrils are probably either unseen or barely visible.
Along with this you should study fabric more, as the hood being perfectly straight gives the image of his head being held up instead of the forehead tilted forward as you stated. As you can see from my stick figure hood, the fabric will bend outward as there is less tension on the top of hood since his head is no longer pressing against it. Also the hood would be further forward i he is leaning his head down a bit as the opening of the hood would too lower and the top part would technically be closer to you. I hope this helps, but it is very vague so feel free to ask something specific.
