I do believe Celestia's a very smart dictator. The state of Equestria's a mix of a lax-Totalitarian and a Theocratic State, In which they uphold Celestia (And Luna) As divine beings who raise and lower the moon and sun, Along with magic it could possibly be said that they both hold their excellence in magic by prolonging their life and size although Celestia does have a bigger advantage than Luna by training it from the 1,000 years in which she sent her into the moon. What's also an excellent show of strength is how something terrible is supposed to happen Celestia in the combination of 1st and 2nd episode, but she somehow still shows up, although it could be conned that she was sent somewhere, she could've simply put herself as invisible. As with her sister Luna, she can easily feign happiness and kindness but send her somewhere else where no one else can find her when both are in their private quarters, such explains the reason why we haven't even seen a cameo of Luna yet from all the twenty episodes. Along with her tactics, is how she guises her peaceful laws by sending Twilight and Spyke, Giving them the task of learning "Friendship" in which is a [I]very [/I]easy proccess, Seeing how she could've had years of planning, it could also be said that she could alter some unicorns way of life, making them outcasts but loyal to her but when they're young adults (or teens, still don't know offical age.) she gives them a "task" she says, to go to different villages to make friends, and make weekly (or monthly, don't know the time) reports of how their "friendship" is going to catch dissent of the town. She makes them knowledgable for the sole reason of their vast intellect and can solve minor problems by themselves to calm the village down, Along with the main population of the town Celestia rules from being unicorn this only enhances their ability to perform tasks that a Pegasus or normal pony can do. The reason for the friendship is because it's easy to form a bond with one another in such a happy society (Pinkie Pie says she knows everyone in the entire town as an example.) is to give incentive for the reports, and that it's also a diversion for the intellectuals to ponder. Also leading to the housing of the intellectual, of a library or something educational being that it's suited for their hobby they can easily be occupied when not spending time with their friends, solving minor problems or writing to Celestia. my two cents on how Celestia rules, not with an iron fist but with very thought out plans and back-ups.
