If I drive my vehicle from Alberta Canada to lets say, California, does it have to adhere to their vehicle standards? Like emissions, equiptment violations (no fender flares), stuff like that? Are they allowed to tow it? If they ticket me can I just not pay it and go home?

Emissions or any of that kind of stuff, nah. Pretty sure they'll charge you only if it's against the law in your area as well.
They could hassle you for like lack of mudflaps or something but AFAIK when we towed a utility trailer through there the CHP hassled us since they weren't registered but in the end just made sure it was legal in Oregon. All trailers must be plated down there but not up here in Oregon if they're under a certain length.

I think I'll phone up transport Canada or talk with somebody when I get my passport renewed, they probably wont understand why I willingly drive a vehicle with a few equiptment violations, but I think I'll get more or less a definitive answer. May just throw flares on for the sake of the drive, then the worst they can get me on is no muffler, red clearance lights, and no front mudflaps (but I have the big trailer flaps). Front flaps shouldn't be any issues and the flares aren't a huge issue either, it's really more the lack of rear mudflaps. I don't think we really have any offset related laws and inspections really only exist in a few states in the Northeast. Northern Cali and Southern Oregon has tons and tons of trucks, until you hit like Socal trucks are pretty common like elsewhere in the US.
Got offered a BMW E46 330i engine block (M54B30) for 800usd. Has 60k miles on it.

Longest car you've owned: 1995 Mercury Grand Marquis. I drove it for 2.5 years before the frame rusted out, but it has been in the family since '96. It's actually still sitting in my neighbour's driveway because he hasn't scrapped it yet. It's been there since the summer of 2014.

As far as I know it was working great prior, I just need to change the battery. My question is is it worth putting between $1500 - $2000 CAD to fix eventual problems due to rust or other issues that might rise. thanks.

Impossible to say before you've (tried to) getting it running again and examined it for rust.
But sitting for 4 years means the brakes definitely needs a overhaul.
You got the car for free and you'd be hard-pressed to find a functioning car that doesn't already need work for $1500-$2000 (especially in Ontario, salt in the winter murders cars). Only problem is some rust can't be fixed. If the frame is rusty, forget it.
In Ontario, a car will fail the safety if there's "perforation rust" on any vital parts, including and especially the frame. One way I heard some people check that is by taking a screwdriver and trying to push it through the rusty part. If it punctures, then it's fucked.

I need your advice with another car. I`m currently looking at used car I could buy for cheap instead of throwing my money at the Sidekick. There is a 09 Dodge Caliber for $3500 CAD at a dealership. It passed inspection less than a year ago. Is it worth it ?
