The split up headlights are due to "the sealed beam law" which was ditched in 1992 when the US restructured its automotive safety standards. So the main headlight had to be in a glass housing of a certain shape while other lights had to be in separate housings, hence why 80s cars have split up lights.

Man this thing is really bugging me. I don't know of many other cars that look like a Lotus 7, but I'm convinced that it's some sort of Lotus 7 kit car. Judging by the hundreds of pictures I've gone through, these things are tailored to each specific individual. So it looks like it's a one-of-a-kind.
