I bet the same thing is going to happen that happened to the hormel chili plants. They go on strike, and other similar factory jobs around them are getting paid less and the strike gets shut down.

That it's being blown out of proportion. Most of the people I've talked to here haven't even read anything aside from the fliers going around at rallies or heard much besides what they've heard from their teachers. While I don't exactly expect people to be experts on the subject, a good googling would be nice before going into a full out rage.
Let's go over a few things here. First that the plan would raise their healthcare costs. Their current cost on average is pretty cheap (less than $100 a month, for a plan that costs the state $1,500+.) From the few sources I've actually been able to find that are decent the plan only entails bringing it up to $150-$180 a month. Which, in all honesty isn't that much.

Next, the fact that much of the collective bargaining power would be removed from unions. While true, they do not completely lose the the ability to negotiate their wages. "Walker wants to remove all collective bargaining rights, except for salary, for roughly 175,000 public employees starting July 1."

Finally, teachers have pretty awesome pension plans in the state of Wisconsin. (60% of their final pay, for life?) At the moment they put little to nothing towards that. The changes in the proposal have teachers place 5.6% of their income towards the pension.
(Mix of sources, mixed with some government data tables and some personal experience dealing with school boards.)
That said, I think the budget is being pushed much too quickly and I would like to see a paper copy before I fully support one side or another. However, everyone is getting too worked up over something that doesn't appear to change things as drastically as most seem to think.

I really doubt the Governor can put a bill through State Congress without the support of the Government, so how can the Government not have enough time to debate it?

The elected Congress right now has a Republican majority, so this would have easily slid through if no one had protested it.
