They are trying something similar in Indiana. Hope our governor sees this and decides against it. Something like 40% payroll cuts for teachers and everyone currently with 21st century scholars get's re-evaluated to see if they need the scholarships and they're making it harder for new people get 21st century scholarships. If this happened, my Girlfriend would be boned and wouldn't even be able to afford a community College. Not to mention she is studying to become an english teacher so this bill really is a big deal to her and I.
I really feel like there should be no such thing as emergency/expedited legislation at any level of government. Emergency legislation is one of two things: 1) It's a trick to push a bill past without anyone seeing the contents properly. As is the case here. 2) It is a knee-jerk response to current events. Look at what happened post 9/11. The TSA were created along with countless other laws that infringe upon your rights. After Gifford was shot there were bills being pushed through to restrict firearms. Government should be slow. A bill should be introduced and then NOTHING ELSE SHOULD HAPPEN FOR THREE MONTHS. This gives an appropriate amount of time for everyone involved to become familiar with the bill and to research the background. This is also a waiting period in order to let news events fall out of the news. Frequently legislators are heavily pressured by their constituents (whom they represent, but are supposed to act in their best interest, not serve their desires. This is the point of a republic with professional politicians.) into passing bills that they may know to be flawed due to current events causing passions to run hot. Yes this makes government slow, but it also prevents us from being raped with stupid legislation like this one. Education needs more funding, not less. Education has direct links to both poverty and crime. Both of which are serious problems in American society and both of which directly benefit EVERYONE, even if you are too fucking stupid to see it.
