Legally, you don't have to stop for these or for unmarked cruisers. You can dial 911 and ask them to send a properly marked cruiser. Bearcats or the actual MRAPs in police use shouldn't be pulling people over on the way to or from a training exercise unless there's a serious emergency - an 'improper hand signal' and alleged road head are not serious emergencies. These guys were power tripping. That's all there is to it.

Can I get a source on that first statement?
Looks like it's not universal and varies state by state. Some require you to stop no matter what but request ID before submitting. Others don't allow vehicles that aren't marked cruisers to make stops at all.

I'd hardly consider a SWAT Lenco Bearcat with clearly visible police lights and probably the word 'POLICE' or 'SHERIFF' plastered over it and "unmarked cruiser."

One good reason? I'll give you two really good ones.
* Cops don't like to get shot while serving warrants or rescuing hostages etc.
* MRAP's are surplus because of all the wars we had. So Police departments that ordinarily couldn't afford an armored car or truck are able to get them super cheap from the Government.
Either way that's a Bearcat in that video. Some departments do use MRAP's but once again an MRAP isn't a tank it's just an armored truck jacked up about three feet off the ground with a big engine to move people around in.
