If a school is doing a lesson on photoshop I think they don't understand what kids in junior school need to be learning.

The class you are looking for should be something called introduction to computer graphics or something similar. Talk to your school adviser/counselor to help with what you are looking for. When you ask them what the class is about, ask if you can speak to the teacher directly. The counselor will just give you the generic summary from the list of classes. The fact that you're in high school just makes it that much harder. You aren't going to find a photoshop class that will teach you any worthwhile information other than the very basics. I suggest psd.tutsplus.com and perhaps download a trial of photoshop from Adobe's website.

Proportions are good and it's a good picture but the hand seems a bit far down on the pistol grip and the gun is bent. Other than those two very minor OCD things, it's very good. Are you going to color it?

Well there's Graphic design, typography, graphic design software at my college, don't know if that helps.

I feel like the driver is in the wrong place, like he's leaning to the right. Also, the gunman's left arm is positioned very awkwardly, it almost looks like it's really short..

I drew Stocking from Panty & Stocking. I'm not too proud of it, but it's my first serious drawing I've actually finished. Should I finish cel-shading the whole picture?

Yup, go for it! If its your first serious drawing you might as well finish it properly.
Also, you might want to try some anatomy studies- to get proportion and shapes down before you stylise.
