the government requires a congress passed budget to operate
republicans care more about killing obamacare than passing a budget. (every single one of the budgets they sent to the democrat controlled house delayed obamacare)
since it isn't the time to hold the country hostage over a legitimately passed bill, the democrats didn't play ball. since they didn't play ball, we hit the new fiscal year without a budget, since we didn't have a budget, all non essential employees and services are cut

in actuality, no. for approximately the first week or so, the only people really affected are government employees who are non essential. they are either furloughed (off days without pay) or working with no idea of backpay or not.
right now most federal agencies are still running but on a skeleton crew
fcc: no devices will be certified
cdc: response time for biological outbreaks will be increased
national park service: all national parks are closed
most of the museums in DC are closed
It's way more than just that, the entire legal system is basically still up and running and I suppose in an "ordered" society that's what one would probably consider base level

Constitutional representation?
The political system worked like this:
Various legislative assemblies existed in the colonies. These assemblies would vote on laws, which would be sent to the colonial governor. The colonial governor would then send it to the monarch for the royal assent for it to be passed into law.
