They normally announce it...
Lockerz generally announces the restocks on their Facebook page about a week before they happen.

It was already in the system for months.
The fact that i stopped using this is that , it restocks once a month and when it does , the stock gets empty in a few mins (it's impossible to catch the product you want to get , exampele a ps3) It would be useless to struggle for 600 points or whatever and then not catch the product , never ...and besides before you catch in stock what you want , your points will expire by then (Yep points expire at one year after u've earned em )
