Sounds pretty reasonable to me.
That's how most of these "free stuff for referrals" sites operate.
They start small and offer good prizes to the first few people who sign up and refer friends, and then the prizes slowly get more and more difficult to get, until they finally just stop sending them out. People were getting game consoles and computers in the first few restocks, but now it looks like copies of Rock Band are the best thing anyone got this time around.
