If a rapper doesn't make his own beats then his sole purpose is to come up with good lyrics, so how can someone be good if their lyrics aren't good? If I wanted catchy I'd just listen to the radio.

There's more things that matter in being a good rapper than just lyrics though, like cadence and charisma and even vocal tone (which isn't fair but what are you gonna do)

Yeah these also matter but for me lyrics take precedence, as long as you're not entirely off the beat and all over the place. Plus, a rapper's voice and tone are going to be more or less the same on every song, so judging talent comes mostly from lyrics for me. Of course there are times when a beat or hook or vibe is so nice that the lyrics don't matter as much and you still feel the song. But, to me it's about the ideas and wordplay they're bringing to the table, not the voice they can't change.

I agree completely. It's just that Mac (or Mac's producers, more) is really good at making things easy to vibe to, so it plays to his strengths. He's good at one thing, and my favorite rappers tend to be the best of both worlds. For example:
