I can't find a good video of the specific scene, but TTGL Episode 3, at around 5:50 in, Viral does the 'two useful pieces of information' routine. It might not be a reference at all; Viral only says it once, so maybe Tsumugu's shtick is just coincidence. Then again, Satsuki does the 'a sneak attack only works once' bit at the end of episode 15 as well.
