my current theory is that Nui is a Kamui in human form and Satsuki will have to subjugate her in order to fight Ragyo.

It's blatant foreshadowing.
Emoting through hair isn't a new thing though, it's been done forever in animation.
Though, I'll be fair, there is a striking resemblance. Her eyebrows even get slightly thicker.
If you want blatant foreshadowing, small bits of Blumenkranz have played in previous episodes during fights/transformations. Just a sound engineer laughing at us.

Actually, [sp]Satsuki was already a year old when they attempted to experiment on her. Ragyo was pregnant with Ryuko at the time, so when the experiments Satsuki failed because Satsuki was too old, Ragyo waited until Ryuko was born and immediately began experimentation on her. When that failed, Ryuko (who was thought dead) was tossed out and Satsuki continued on to live as a Kiryuin and her mother's eventual successor.[/sp]
