If you can playback the video on the GoPro directly, it would've been great if he showed the officer the video on the GoPro when the officer handed it back to him.
She should get charged with filing a false report.

In Canadian law, she would be possibly looking at attempted theft, utterance of a threat, falsifying a complaint and causing a disturbance. That video evidence is gold as well. She clearly states she has a guilty mind when she was talking to her husband about how casually she picked it up. Once again that's Canadian Law, not American.
