I think that he might have used Adobe Audition (could be wrong) and time stretched it there.
It has some really expensive stretching feature which can probably take a whole day to stretch the entire song, but the result sounds like this when you do it.
I don't know if Audacity has this feature.

EVERYTHING sounds melodic and right in this song, but when you take older songs and slow them down like that
you will always hear disharmonisms and wrong sounding sounds.
