There's another song announced called "Junior Dad", it was written about an aging father. The lyrics were so touching and emotional it made Kirk leave the room and cry, James followed also sobbing. Kirk lost it because he just lost his father a few weeks ago.

yes it is but not on purpose gifs have a tendency to increase in framerate. unless he is playing that song literally twice as fast as normal it's sped up

How would I go about slowing it down if true?
you need to put more milliseconds between each image/frame. essentially, the original video may have been recorded at 30FPS but when you have each frame going to the next at 1 millisecond you're essentially doubling the speed to 60fps. Toy around with it.

Aside from the hands, the movement of his hair looks a little off too.
when you look carefully, I don't know if it's just youtube or the actual original video but some sections of it are sped up, and in the same (and much more obviously) some parts are slowed down as well.
Maybe the GIF is just blurring the hand movement as well or something I can't really tell but if you look at the two side beside they really look nothing alike
