Yes that law exists, public displays of affection are not allowed both for homosexuals and straight couples. It doesn't matter if you're the perfect muslim couple, it's just the culture has a strict no tolerance of getting intimate in public areas no matter what your sexual orientation is. That's not oppression, it's custom. It's not targeting one single group of people, as a separate law will state the same for a straight couples in public. That aside, they won't jail you for 5 years - that I promise. They'll keep you for a few weeks at most then send you off to whatever country your passports from.

Qatar's national team has a lot of training set up for them to do well; but I still think they'll probably be eliminated in the first round. It's not about winning to us, it's that we're bringing in the world to look at the middle east through something other than horror stories of murders, terrorist attacks and death sentences put out by 1 or 2 extremist nations in the dozens of other countries in the region.
