You know how if something has zero friction, any movement will cause it to keep sliding and never stop?
well if it has negative friction, once it starts sliding it also starts going faster...
Someone discovered a file in GTAIV that affects the handling of vehicles, things like top speed and wheel friction...just give all the cars negative wheel friction and BAM, as soon as a tyre touches anything it slides. And accelerates. Fast.
