Until last year, here in Australia the only thing you needed to make a credit card transaction in person was the card number and the expiry date. In the pizza shop I used to work in, we sometimes would have customers come in with cards that wouldn't swipe or wanted to pay by card over the phone (I suspect that might not have been legal) so we just entered the number, expiry data and then got them to sign. We never actually check the signature however.
Now though in Australia the card machines won't let you enter the number unless you try to use the chip on the card first and find it broken, and then you have to use a pin for every transaction. As I understand it, the US is still using the old magnetic strip system so I expect that scam works fine there.

In the business I work at, If you don't have a CVC or a Signature they can reverse it. We've had customers reverse $12k jobs because the person taking the payment forgot the CVC. It is very embarrassing.
