Isn't that already in it? I remember stealing gangmembers cars/jeeps and if you were near them again they'd come after you.

There is, but I think he means that the AI would take another car and chase after the original. You have to be pretty close for them to chase you, and when they do you are usually gone before they can even get close to the door handle.
